Dear Madam,

First of all let me place on record our sincere gratitude  for the pro active and positive attitude with which the team headed by your goodself have handled the OROP matter, so far. We are also happy to learn  that you are presently co ordinating the work of One Man Judicial Commission constituted by the GOI to look into the anomalies pertaining OROP.

As you are aware that 95% of the Defence Pensioners who are benefitted by the implementation of OROP belong to PBOR category. Naturally then most of the anomalies that Justice  Shri.Narasimha Reddy Commission may have to look into and rectify will also pertain to PBOR pensioners. Therefore it is absolutely essential to include adequate number of  representatives from PBOR pensioners who have good knowledge of the pension matters and who can effectively assist the commission to identify the anomalies and rectify them. Natural justice also demands such nomination of adequate PBOR Pensioners to assist the Commission. Further nomination of only officer Pensioners could result in direct conflict of interest and PBORs grievances might go unrepresented or only partially represented.

I am given to understand that the ESW department is seized  of the matter and a proposal to nominate some PBOR Pensioners to assist the Commission is under it's active consideration. It is a welcome step madam.
In this connection I would volunteer myself on honourary basis to assist the Commission on matters concerning PBORs. I feel that l am suitable to perform this task as I am not only a defence pensioner but also a retired Controller of Administration from Council Of Scientific and Industrial Research (CSIR), an autonomous body under Ministry of Science & Technology, GOI. I was in active service with Indian Air Force from 24.10.1972 to 31.10. 1987 and got discharged in the rank of Sergeant. There after I joined CSIR as direct recruited Section Officer after topping in the all India competitive examination held by them in 1987. I have retired therefrom from the post of Controller of Administration in the grade pay of 7600/-. I have sufficient knowledge and  experience in matters pertaining defence Pension and  CCS(Pension) Rules 1972,  having handled the subject myself at different levels during my tenure with CSIR. I am a resident of Bangalore.

I am sure that if I am nominated to assist the OMJC, I will represent the case of PBORs effectively and do justice to their cause so that all anomalies are identified and resolved properly. This might also help the Commission to ensure that no further legal or administrative complications arise in the matter of OROP of PBORs.
