OROP Group X Anomalies

Respected Sirs,

CONFUSION CRETAED BY DESW ON X PAY 6200 WHILE  ISSUING CLARIFICATION TO CGDA & PCDA AND THEREBY TABLE NO 8 BEING CREATED


We have to submit to your good self that DESW issued a CLARIFICATION to CGDA and PCDA regarding creation a separate Table No 8 for X GP 6200 and the same to be applicable wef 01.01.2016. Let us mention the relevant Clarification.

1. “Two rates of Group pay- in previous OROP, there was a single rate of X Group in each rank. However, in 7 CPC there are two data for two rates of X group Pay i.e.@3600/- and 6200/- . Whether two rates of Group X tables will be prepared for each rank? if both rates of tables of 3600/- and 6200/-will be prepared then it is very difficult to revise pension and every individual belonging to X Group  demands for higher group.


CLARIFICATION: - 

“Separate tables may be prepared for both rates of X groups of Rs 3600/- and 6200/-. However, tables prepared for 6200/- may be applicable for post 01.01.2016 retirees as the concept was effective from 01.01.2016 in implementation of 7 CPC recommendations.”

 The DESW says that tables prepared for 6200/- may be applicable for post 01.01.2016 retirees as the concept was effective from 01.01.2016 in implementation of 7 CPC recommendations.”

It is stated that the concept was effective from 01.01.2016 hence applicable from that date onwards. This unnecessary and unwarranted clarification deprived X Pay pre- 2016 personnel from the benefits of X pay Rs 6200/-.


The questions that arise are  

Q 1. Did 7 CPC evolve and apply any such concept wef from 01.01.2016? 

Q.2. Did the Cabinet approve any such concept wef 01.01.2016?

The answers to these questions are BIG NO.

The 7 CPC did not evolve any such concept. It only studied, elaborated, analyzed and applied the concept of 6 CPC as detailed in 2.3.27 of 6 CPC.


The Summary of 2.3.27 of 6 CPC

1. 6 CPC was to equalize the pay scales of X & Y GP. The difference was in Basic pay. A table was prepared (Vide 3.2.27 of 6 CPC). The difference ranged from Rs 150 to 680. The average of them was calculated at 410.

2. The job profiles of Civilians falling in (5000-8000) GP 4200 and PBOR falling in GP of 2800 were compared.

3. In some cases job profiles were found same. Hence an element of Rs 1400/-(4200-2800=1400) was decided to be given to X pay PBOR.

4. This element of Rs 1400 X Group Pay was considered sufficient to cover the difference in Grade Pay between the pre-revised pay scales of (4500-7000) and (5000-8000).

5. The minimum qualification for this civilian post at GP 4200 was “Diploma in Engineering”

6. 6 CPC recommended Rs 1400 to X GP PBOR to cover the difference between pay scales of X and Y.


The Summary of 7 CPC on X Pay

1. 7 CPC toed the lines of 6 CPC with regard to Concept. 

2. 7 CPC simply complied with the requests of the Tri-services that wanted  7 CPC to increase  X Pay four- fold due to the need of skilled manpower in the change of warfare situation.(Vide 6.2.86 of 7 CPC)

3. (Refer to 6.2.87) where 7 CPC went by what 6 CPC studied and recommended in respect of relativity of Job profiles between 4200 GP civilian employees and 2800  X GP PBOR.

4. It further studied the vast variations in the qualifications of X Pay PBOR and decided to set up“STANDARIZED QUALIFICATION ELIGIBILITY” for X pay PBOR.

5. 7 CPC found that “minimum qualification” for civilians of GP 4200/- is “DIPLOMA IN ENGINEERING “whose job profile matched with that of X GP PBOR having GP 2800. 

6. The 7 CPC recommended’ minimum mandatory qualification” for X trades PBOR as “ a qualification equivalent to a diploma in engineering approved by AICTE”

7. (Vide 6.2.88 of 7 CPC)

   “The approach adopted by 6 CPC in determining X pay is agreed with “


It recommended

I. X PAY for JCOs/Ors in GP X @ 6200 per month for all X trades which involve obtaining a qualification which is equivalent of a diploma in ENGINEERING APPROVED BY AICTE.

II. Rs 3600 for those who did not possess above qualification.


Conclusion

It is no where recommended by 7 CPC that X Pay of Rs 6200 is applicable for post 2016 and Rs 3600 is applicable for Pre 2016. It is only qualification eligibility based recommendations. The Cabinet also did not intend so while giving approval to 7 CPC recommendations. The CLARIFICATION OF DESW IS UNWARRANTED AND UNNECESSARY.

The concept was originated and propounded by 6 CPC and the benefits of the same were extended to Pre 2006 X Pay PBOR. 7 CPC again went by the same concept of 6 CPC  and this time set up a uniform and standard criteria in respect of X trades of  PBOR for which 7 CPC derived the X Pay element from the “ initial pay scales of GP 4200 and 2800 being ( 5000-8000) and 4500-7000). The initial or starting pay scales of GP 4200 is 35400 and that of GP 2800 is 29200. Their difference is 35400-29200=6200. The whole concept goes to 6 CPC. Hence all recommendations of 7 CPC are bound to pass on to pre 2016.

Consequently, the X GP pay of Rs 6200 in 2018 requires to be transferred to the equally qualified X GP pensioners of Pre-2016.

We hope that the explanation is quite clear and lacks no ambiguity.

Kindly take necessary action to clear the confusion by removing the date of 01.01.2016 from table No 8.
